these are some comparisons i found so far, read amd comment:

Police state
The government exercises rigid and repressive controls over the social, economic and political life of the population, especially by means of a secret police force which operates outside the boundaries normally imposed by a constitutional republic. A police state typically exhibits elements of totalitarianism and social control, and there is usually little or no distinction between the law and the exercise of political power by the executive.

Police states are authoritarian, and are often dictatorship.
The South African apartheid system is generally considered to have been a police state despite having been nominally a democracy.

Nazi Germany, a dictatorship, was, at least initially, brought into being through a nominal democracy. Many social critics believe that the United States is becoming a police state with the passage of laws such as the USA PATRIOT Act (The Act expanded the authority of U.S. law enforcement agencies for the stated purpose of fighting terrorism in the United States and abroad. Among its provisions, the Act increased the ability of law enforcement agencies to search telephone and e-mail communications and medical, financial and other records; eased restrictions on foreign intelligence gathering within the United States; expanded the Secretary of the Treasury’s authority to regulate financial transactions, particularly those involving foreign individuals and entities; and enhanced the discretion of law enforcement and immigration authorities in detaining and deporting immigrants suspected of terrorism-related acts. The act also expanded the definition of terrorism to include "domestic terrorism," thus enlarging the number of activities to which the Patriot Act’s expanded law enforcement powers can be applied - Act of Congress that United States President George W. Bush signed into law on October 26, 2001) and the Military Commissions Act (The United States Military Commissions Act of 2006 signed by President George W. Bush on October 17, 2006. Drafted in the wake of the Supreme Court's decision on Hamdan v. Rumsfeld, the Act's stated purpose is "To authorize trial by military commission for violations of the law of war, and for other purposes.")

Many people believe that the United Kingdom and the United States are heading in the direction of becoming police states. A growing population of people in these countries feel that erosion of civil liberties and the movement of decision making away from Parliament or Congress to the executive is a disturbing trend. Recent laws passed in these countries allow for the total surveillance of civil society. The right to protest has been eroded and free speech has been curtailed. Many feel that anti-terror legislation is a guise in order for the UK and USA to become Police states and hold absolute authority over their citizens.

Fictional police states
George Orwell's novel Nineteen Eighty-Four
The graphic novel V for Vendetta

Martial law is the system of rules that takes effect when the military takes control of the normal administration of justice.

Australia - 1804 during the Castle Hill convict rebellion
People's Republic of China - 1989 - invoked the martial law clause to allow the military to stage a crackdown on Tiananmen Square protesters

Yugoslav Wars in 1991

The divided city

Post WW2 Berlin
By the end of the Second World War, up to a third of Berlin had been destroyed by concerted Allied air raids and street fighting. The so called "Stunde Null" marked a new beginning for the city. Greater Berlin was divided into four sectors by the Allies under the London Protocol of 1944

Berlin Wall - The East German government called the Wall the "anti-fascist protection wall"

BAGHDAD, Iraq 2005
deploy 40,000 police and soldiers in the capital, ringing it with hundreds of checkpoints "like a bracelet" in the largest show of Iraqi force since the fall of Saddam Hussein.

23 controlled entry points
675 checkpoints along with mobile checkpoints
Baghdad would be divided into two sectors, Karkh on the west bank of the Tigris river that separates the city, and Risafa on the east. Karkh would be divided into 15 sub-districts and Risafa into seven sub-districts. Police and emergency personnel would operate in Baghdad 24 hours a day.

just to give you guys a sample:

One reason why Dark Angel was eventually cancled after season 2 was the September 11, 2001 attacks on the USA. The 9/11 attacks happened in between season 1 and season 2 of Dark Angel and season 2 was drastically change because of this event, which forced the show to downplay its post-apocalyptic setting as the whole setting of the show is based on a terrorist attack on the US. Jessica Alba is quoted in saying that she knows that one reason why the show was cancelled was "political". After 9/11, the U.S. government increased military operations, economic measures and political pressure on groups it accused of being terrorists, as well as on governments and countries accused of sheltering them. 9/11 also caused a focus on domestic security issues and the creation of a new cabinet-level federal agency, the Department of Homeland Security. The USA PATRIOT Act of 2001 was passed soon after the attacks, giving law enforcement agencies sweeping search and surveillance powers over U.S citizens. MPDC Chief Charles Ramsey made the point clear before the state funeral of former U.S. president Ronald Reagan: "In a post 9/11 world we have to be very concerned about that and aware of the potential for something to happen." This situation is mirrored in the post pulse America of Dark Angel (even though Dark Angel was concieved before the 9/11 attacks happened!). Domestic security became a BIG issue. Imposed Marshal Law, police surveillance, Sector passes, check points and curfews all became part of everyday life.

It seems that no one claimed responsablity for the Pulse attack as they never say who was responible in the show, even though most people think it was the "Arabs". This is what is different from the 9/11 attacks and the Pulse attack of Dark Angel. We do know who did the 9/11 attacks. Osama Bin Laden openly admitted to them, and this gave way for the so called "War on terrorisim". So presumingly this couldn't be the same case for Dark Angel. So the US government's attention was more turned inward.

The 9/11 attacks had significant economic repercussions for the United States and world markets as must have been the same for the Pulse attack in 2009. The New York Stock Exchange, the American Stock Exchange and NASDAQ did not open on September 11 2001 and remained closed until September 17. When the stock markets did reopened on September 17, 2001, after the longest closure since the Great Depression in 1933, the Dow Jones Industrial Average stock market index fell 684 points, or 7.1%, to 8920, its biggest-ever one-day point decline. By the end of the week, the DJIA had fallen 1369.7 points (14.3%), its largest one-week point drop in history. U.S. stocks lost $1.2 trillion in value for the week. New York Stock Exchange facilities and remote data processing sites were not damaged by the attack, but unfortunetly this wasn't the case for the Pulse attack.

So when the "Nuclear burst fries all the computers and satellites, turns the Information Age into the Stone Age overnight" it was probably total chaos. As the USA econamy was one of the top econamies at the time, this must of had a major Global effect too. As the US econamy surly went straight down hill, all the large Trans national companies must of have moved out of the US and leaving the US owned and based campanies to either join the multi national campanies and move out of the US or become bankrupted or sell their assests to forign investers. Just like with the 9/11 attacks led to decreased travel, and as of 2006, the U.S. airline industry has not fully recovered, this must have been the case for Post-Pulse America.

thats really a sample piece. We had to present a sample so thats what i did. As i really start to write the thing as a whole, after i've gotten all my research it will probably be a bit different.

Feel free to leave and discuss about these issues, it will only enrich my assignment.
